The Bulgarian Association of Information Technologies (BAIT) and the political party GERB signed a Memorandum for mutual understanding and joint intentions. The document signed on the 21st of January 2009 is based on the understanding that fast entering of ICT into all spheres of social life creates prerequisites for a better state leadership and for improving life quality of citizens.
These issues should be of state policy priority because they are holders of the biggest added value of products; they contribute to the development and to keep intellectual potential of the nation from leaving this country; they affect the development of all other fields of the economy and management. And last but not least they provide the citizens a more effective and transparent state leadership.
The two sides agreed to work actively for the accelerated development of the information and communication technologies in this country. They will cooperate for the development of the ICT industry, for the more complete and effective implementation of the information technologies into all sectors of the state management. The two sides will actively work for improving the educational system by implementing the ICT in the process of education and students’ self education.
The political party GERB undertakes to work for implementing the program of BAIT “Home PC” aiming to raise substantially the number of computers in the homes of Bulgarian families, and for the purpose of using them in educational training of school and high school students, as well as for a better accessibility of people to any electronic services.
The two sides will jointly work for building up the juridical basis of legal regulations in support of public and private business partnerships. They unite at the idea that public and private partnerships provide an opportunity by the joint efforts of both private and public sectors to implement public state projects, which are private business funded and which are subsequently subject to exploitation offering an opportunity to restitute the invested funds.
BAIT and GERB will work to keep in Bulgaria and bring to realization the intellectual potential of this country by creating suitable conditions for it. Joint actions will be undertaken to stimulate the education in the ICT field and will elaborate plans for long term ICT projects that will keep young experts from leaving this country.
BAIT traditionally organizes meetings and consultations with the management bodies of the leading political parties in this country especially during the period preceding parliamentary elections. This is to facilitate discussions of the problems concerning the implementation of information and communication technologies in this country, working out leadership strategies and programs which target to accelerate the development and consolidation of the Bulgarian ICT industry.
